Property Tax Advisors, LLC (PTA) is a national property tax consulting firm specializing in property tax appeals and the oversight and management of the total property tax function for clients with multi market property portfolios. PTA was formed by PWC alumni that have entrepreneurial backgrounds. We have successfully merged excellent valuation skills with outstanding customer service. Leading PTA is Michael Donohue the President and founder of Property Tax Advisors, LLC. Prior to January 1, 2000, Michael was a Senior Manager in the PricewaterhouseCoopers LLP State Tax Consulting Group, overseeing over 30,000 parcels annually. Michael specializes in the real property tax appeal process for income-producing properties, and has handled personal and real property consulting for both large and small portfolio clients.
Michael brings to the table over ten years of experience in full service property tax consulting. His previous national consulting firm was sold to PwC in 1997. Prior to his first venture he was the Regional Controller for a large REIT, overseeing all accounting functions and property tax issues for over 250 locations.
After 15 years in the business we have recognized that a local tax rep may add value. When we feel this to be true we find that rep and create a partnership, we may even use two different reps in the same market for different property types, we will find the person who will add value to your case. We are not tied to a network that requires us to use a designated rep in that market. Further, we don’t just give your case to the local rep, we form a partnership and work side by side helping with national and industry related research but more importantly we challenge their assumptions and push them to secure the lowest possible assessment. No different than what you would do if you could focus 100% of your time on property tax. We micro manage the process so you don’t have to.

We will manage groups of consultants and consolidate data into a customized, streamlined package. Our computer system allows us real-time access and updates for property information. While PTA continues to personally perform appeals, we always consult with local experts for added value. This two-tiered approach develops the best possible evidence.
We can prepare tax projections for prospective acquisitions or for new construction. We can also maintain rolling tax accruals for each property.
We can voucher each of your property tax bills, ensuring correctness and allowing you the maximum discounts possible. We can either send the bills to your accounts payable department for payment or we can arrange to pay them for you.
We file your renditions to ensure that there is no double-count between the personal property and the real estate.
Our Approach
PTA differs from most consulting firms because we do most of our work proactively. As you know most assessing jurisdictions are moving closer to a “pure” income approach model for income producing properties. Many jurisdictions require income and expense surveys to be submitted prior to the assessed value being released as a requirement for use later as evidence when filing an appeal.
Our approach has three distinct stages: Compliance, Informal Appeal, and Formal Appeal. The first being to minimize the assessment by submitting any information prior to the assessment rolls being released. This will enable the county to place a “fair” market value on the property the FIRST time. The second stage is when PTA approaches the assessor informally or at the first level of the appeal process to negotiate a “fair “value. Since most of this work is done by fax or phone the client enjoys a reduced contingency fee. If PTA and/or the client does not think the value is “fair” PTA will form a partnership with the best local consultant to take the case further through the system. We then manage the local consultant challenging all he assumptions. In our 10+ years of minimizing property taxes we have learned that there are different approaches in different states and for that matter different assessing jurisdictions. I.e. Chicago is all about connections and aggressive appraisals, California and Texas reductions are a product of “market rents” not actual rents, Florida, Virginia and Maryland has become difficult unless you have complied with I & E requirements. We know when local representation will really help.
