The Forrestal Group, Inc is a full service commercial appraisal and consulting group of highly trained and experienced professionals. The Forrestal Group has a track record of success in handling property tax appeals preliminarily in Indiana and Kentucky with ability and certifications to work in Tennessee and surrounding states. The company was formed as a corporation in the State of Indiana in1996 and has always operated out of Evansville, Indiana. Prior to that time, Gene Stuard worked predominately in commercial brokerage from 1978- 1989, and operated a general appraisal company under his personal name until 1996. Since the year 2000, Gene has spent considerable time in working with the State of Kentucky and the Property Valuation Administrators to bring Low Income Housing in compliance with guidelines that he helped to implement in the state known as “How to Assess Low Income Subsidized Housing”. These low income properties are more generally know as Section 515 apartments and IRS Section 42 Tax Credit Apartments. Since that time, he has successfully handled the appeals of over 300 properties in Kentucky and Indiana. The company also possesses specific expertise in handing the tax assessment resolutions related to Industrial properties.
Project Management is one of the focal points in the direction of the company. Several contracts has been fulfilled in the recent past whereby The Forrestal Group, Inc., serves as point manager for the property owner or assessing bodies with a team of researchers, other appraisers, and support staff. This eliminates the time involvement by the client and has served to be highly effective in both costs and results.
Gene Stuard, the company's president, is a Certified General Appraiser licensed in Indiana, Illinois and Kentucky. He is also currently licensed as a real estate broker in each of those states. With over 35 years experience in real estate brokerage, appraising and tax consultant work, he has completed appraisals on facilities over two (2) million square feet and completed assignments in numerous states. Part of the extensive background is a specialization in environmentally affected properties and how that contamination can alter the use of the property and the associated value.
Gene is certified as a National Uniform Standards of Professional Appraisal Practice Instructor and has taught income and investment analysis courses in over thirty (30) states. He is a Past National President of the National Association of Independent Fee Appraisers and holds it highest designation, IFAC (Independent Fee Appraiser-Counselor). He is a designated member of the American Society of Appraisers (ASA). National Association of Realtor's Appraisal Section (GAA) and holds the highly regarded commercial investment designation of CCIM awarded by the CCIM Institute.
